ANPPCAN Ghana maintains a directory of professionals with a wealth of experience working on child labor for several years and have already developed strong linkages with other implementing partners in the field. In addition, ANPPCAN draws on the expertise of membership of the entire associations whose child labor programs spanned several years. Description of Project funded by CIRCLE: The proposed program will seek to improve school enrollment, facilitate access and quality of education and training and appropriately mobilize communities against child labor. It is believed that by expanding educational opportunities for children, child labor incidences will be greatly minimized in the country. To maximize outputs, the program will specifically target working in four districts, namely Amansie West, Kwabre (Buoho), Obuasi Municipality, Bosomtwe-Atwima-Kwanwoma (B.A.K), all in the Ashanti Region of Ghana. The districts have been selected on the basis of identified push and pull factors that tend to encourage children to engage in work. Specifically, the project objectives are:
At school level, the project will work with teachers and schoolmasters to identify children at risk of dropping out to join the worst forms of child labor. Children to be identified are those that come from child-headed households; those with irregular school attendances – that is are on and off from school for reasons other than sickness; those often sent away for lack of school uniforms and other school levies; drug addicts; child mothers and orphaned children. The project will determine the family backgrounds from which these children come to further confirm their being at risk status for support to remain in school. At school level, child labor clubs will be created and strengthened for purposes of creating awareness and monitoring their fellow children at risk and those withdrawn from homes. At the district level, awareness on child labor will target stakeholders including the Ministries of Education and Labor, children’s department, and key NGOs, trade and employers’ unions. Through training, their capacity would be appropriately enhanced to respond to child labor issues. Others such as trade and employers’ unions will be sensitized on the provisions of the UNCRC, the African Charter on the Rights and Welfare of the Child and Ghana’s Children’s Act, 1998, Act 560, that prohibit child labor. Media campaigns will also be conducted with the print and electronic media both in English and vernacular languages in the respective districts.
