Project's Primary Objective: Raise awareness of hazards of child labor and child trafficking and the importance of education for all children

Description of Organization:

Description of Project funded by CIRCLE: Rehabilitation and Development Agency (RADA) of Bo, Sierra Leone proposes to implement the CIRCLE project in Kemokai Section in Sorogbema Chiefdom, of the Pujehun District in the South of Sierra Leone. The project will have three focal communities which are: Kalia-1, Bombohun and Jendema (have several unofficially crossing points) in Kemokai Section Sorogbema Chiefdom and is located 22 kilometers from the coast of the Atlantic Ocean, bordering Liberia. It is also situated on the Mano River Union Bridge, which links Sierra Leone and Liberia. These unofficial crossing border points are the one most often used for child trafficking and for conveying other contrabands between Sierra Leone and Liberia. Both countries are serving as a source, transit and destination country for men, women, and children trafficked for the purpose of sexual exploitation and forced labor. There are no reliable estimates of the scope and magnitude of trafficking in both countries. With the presence of the military in the area, especially UN peacekeeping forces, prostitution is on the increase. Young girls are seen frequently crossing the bridge to the troops to offer sex for very small amounts of money and food.

Against this background, and in line with the overall goal of CIRCLE, this project aims that children who are at-risk to child trafficking and labor are educated in sub-contract funded activities in the target communities. To achieve this goal the primary objective of the project is in line with CIRCLE'S Primary Objective #4, - ‘Raise awareness'. The project will be implemented through four sub objectives such as: Community Awareness Raising; Documentation and Communication; Cross Border Linkages, Networking and Coalition; School Placement, reinsertion and Support for at-risk children and those withdrawn

The project will primarily target 50 school-aged children that are at-risk to child labor, smuggling, prostitution and trafficking and those involved in domestic services. With the help of the community members and the activities of the Kids' Clubs, up to 50 children who are already victims of the above will be traced and placed into formal and informal educational systems according to their needs.

Kids' Clubs Anti-Child Trafficking, child-led advocacy and awareness raising groups, will be established in five primary schools, including the community school. These Kids' Clubs will be involved in anti-child labor advocacy campaigns and peer education through media, songs, drama, games/sports and outreach programs. They will also provide peer monitoring through regular home visits to areas prone to child trafficking and labor and to the schools. This is to ensure that their colleagues enroll, retain and complete the educational system and also to ensure that their involvement in exploitative labor and trafficking is reduced.

RADA's Education Unit will directly implement all technical aspects of the project, under the direct supervision of the Program Manager. The RADA monitoring team and the communities will monitor all component activities within the framework/guidelines stipulated in the proposal and will produce regular monthly reports, which will form part of the documentation and communication process. The project team will produce monthly progress reports, while the Finance unit and the Program Manager will prepare monthly/quarterly financial and narrative reports for the attention of all major stakeholders.

Project Targets (Common Indicators):
Enrollment: 15 child laborers 35 at risk children
Persistence: 80% of children are retained in programs
Completion: 75% should complete an education program
