Project's Primary Objective: Strengthen formal and transitional education systems that encourage working children and those at risk of working to attend school.

Description of Organization: The Association for Child Survival and Developmpent of the Child in Senegal (ASDEC) is a non-profit organization established in 1995 with a mission to assist the development of children. The mother and the child are the privileged target of the family unit. With 300 members (of which 240 are women) spread out between the target areas of Dakar, Louga, Matam and Saint-Louis, ASDES intervenes in three sectors: education & functional literacy, health, and income generation. The main achievements of ASDES are its projects in the education sector and functional literacy, and various activities in the fight against the worst forms of child labour.

ASDES maintains a rich and dynamic relationship the partners such as PAPF, ISDL, PAMECAS, l'ENEA, ASED, community based organizations, local academic authorities, and local technical government services. ASDES also has resources persons who have a long time expertise on issues related to the worst forms of child labor in partnership with ILO, UNICEF, and the Ministry of Social Development.

Description of Project funded by CIRCLE: Child labor is a reality in all African countries, particularly in rural areas. The Senegalese agricultural sector employs thousands of children in worst forms of labor. Under CIRCLE, ASDES's project will focus on the crucial issue of children's completion of basic studies in rural areas, ensuring sustainability in primary schools. The completion of studies and the prevention of child labor are major concerns of the Senegalese government. The project will be implemented in the rural areas of the Linguere area (Northern Senegal). The area is mostly inhabited by Fulani people, whose main activities are breeding and agriculture.

Linguere is one the poorest areas of Senegal, with a literacy rate of about 20%. Out of 677 classes, 177 may be closed for lack of teachers and equipment. As most people are illiterate, education is not considered a priority. Girls are supposed to get married at the age of 12 and therefore they have to leave school. Both girls and boys work hard in the fields. Some children are involved in prostitution and the use of drugs. During the dry season, they leave school and accompany their parents in the quest of water and grass for the cattle. The quality of education is poor. School teachers are not well trained and motivated. Out of 900 hours as prescribed by the Ministry of Education, only 500 hours are really taught. In other words, even enrolled children miss 400 hours per year.

The objectives of this CIRCLE project are:
  • To raise the awareness of the importance of basic education for all children through the setting up of five special education centers;
  • To prevent and fight against the worst forms of child labor; and
  • To ensure the completion of basic studies (finish an educational program) of 102 boys and girls.
Altogether, five classes in the Barkedji area will be targeted and about 72 boys and girls between the ages of 12 and 15 will be involved. Activities will include campaigns to raise the awareness of children, school teachers, local authorities and communities, though discussion groups, exposés, popular art. ASDES will also set up and train local bodies to promote education. The NGO will also follow-up on and support the school boys and girls to ensure they have the required papers for their exams, that they regularly attend school, and that they receive pedagogical and sanitary assistance.

Innovate strategies will be used, among which are community based approaches, participatory and gender based approaches. Sustainability is also taken into account.
